Architects in Navi Mumbai, Mumbai, Thane, and surrounding areas are currently experiencing significant delays in obtaining building plan approvals. The cause of these delays can be attributed to problems with the state’s online approval system. Specifically, the Building Plan Management System (BPMS) developed by the state IT department and CIDCO’s Online Plan Approval System (COPAS), both launched in 2015 and 2017, respectively, are facing issues that hinder the smooth approval process.

The Indian Institute of Architects (IIA)-Navi Mumbai Centre, representing architects in the region, has expressed concern regarding the delays and technical difficulties faced while using the online approval systems. Architects have reported challenges with hierarchical coordination, software glitches, and other technical issues that impede the efficient functioning of these systems, which were initially intended to streamline the building plan development and implementation process.

Recognizing the severity of the situation, the architects have requested action from the additional chief secretary of urban development. They have also raised concerns about the extension of the offline regional plan submission option until June 30, 2023, as it is believed to facilitate corruption.

IIA chairperson Kaushal Jadia has highlighted the gravity of the problem, stating that all building plan approvals across the state are facing 100% delays. Architects are struggling to obtain timely approvals due to the online system issues. Even routine tasks like uploading revised drawings on the same day result in the system showing them as rejected or not informed, causing further frustration and delays.

Attempts have been made to address the problems, including a presentation session involving architects and Maha IT cell staffers. However, these efforts have not yet proven successful in resolving the issues at hand.
