A prominent civic development in New Delhi — the construction of a new clock tower at the Shankar Road–Mandir Marg junction near Talkatora Stadium — is now anticipated to overrun its original deadline by up to two months, the New Delhi Municipal Council (NDMC) has indicated.

The foundation stone for the structure was laid in August last year by Lieutenant Governor V.K. Saxena, with a projected completion date of 31 January. However, work has slowed due to the Graded Response Action Plan (GRAP) air-quality restrictions and unexpected ground conditions encountered during early excavation. Contractors discovered harder, rocky strata beneath the site, which prolonged the preparatory phase.
NDMC officials confirmed that while the building’s base has now been established, finishing works will likely extend the schedule until late March.
When finished, the tower — standing nearly 27 metres tall and costing approximately ₹1.8 crore — will showcase a heritage-inspired façade. Its octagonal form will combine influences from Hindu, Mughal and colonial architecture. Stone detailing and accent lighting are planned to bring out the design’s character once the cladding and surface finishes are in place.
The landmark is intended to serve not only as a timepiece but as a striking gateway to the NDMC zone, enhancing the city’s streetscape and cultural identity. A modern, weather-resilient clock mechanism with both front and back illumination will crown the tower.
