The World Green Building Council (World GBC) has unveiled its new Asia Pacific Regional Network (APN) Resources and Circularity Readiness Framework, a pioneering roadmap designed to help governments and businesses assess their preparedness for circular economy implementation in the built environment. The Framework will be officially presented during World GBC’s accelerator session ‘Retrofitting Buildings: Lessons from a Global Network’ at the World Circular Economy Forum 2025 (WCEF2025), held from 13–16 May in Brussels.

Developed in collaboration with 17 Green Building Councils (GBCs) across the Asia Pacific and supported by knowledge partners, the Framework is a practical, scalable tool aimed at driving decarbonisation and resource efficiency in the building sector. It addresses national and regional challenges and is designed to guide policy development, business strategy, and implementation of circular practices in both new construction and retrofitting.

The Framework offers a clear structure through five interconnected pillars:

  • Government Leadership: Enabling policies and regulations that drive circularity at all levels of governance.
  • Technical Solutions: Embracing innovative design, material reuse, and efficient construction techniques.
  • Data: Establishing systems to measure, track and report circular performance metrics.
  • Finance: Mobilising funding and investment to support circular models and infrastructure.
  • Mindset: Cultivating cultural and behavioural change to prioritise sustainable consumption and production.

According to Joy Gai, Head of the Asia Pacific Network at World GBC, “The Framework has been shaped by sustainability experts from one of the world’s most diverse and dynamic regions. Asia Pacific is defined by vast differences in culture, climate, and construction, and harnessing this diversity is essential to delivering resilient, resource-efficient outcomes. This tool provides a much-needed roadmap to help translate ambition into action.”
